The Symposium featured two thematic panels: “Emergency Medical Services and Civil Protection” and “Civil Defense and Rescue in Systemic Practice: Strategic Directions and Challenges in Managing Civil Security.” The importance of the first 72 hours of a military, terrorist or breakdown danger, was emphasized, as was the importance of public education to ensure that each resident was able to take care of themselves during the first few hours: have a supply of drinking water for several days, charged power banks to charge their phones and stay in touch with the outside world, have flashlights, candles, matches, lighters, and a supply of cash at home.
