Products Certification Department
The Products Certification Department of the „MORATEX” Institute works since 2000, on a basis of the Law of Conformity Assessment.The scope of Department activity used to cover a freewill certification of textile goods in common usage and work clothing, protective clothing and protective equipment.
The Department has initiated and maintans the quality system compliant to the requirements of PN-EN 45011:2000 Standard „General requirements for the product certifying bodies”, which ensures professionalism at certification processes. For now, the priority for the Department is conformity assessment of products dedicated for state security among the organisational units being subordinated to or supervised by the Minister of Interior and Administration, ie. Police Headquarters, Border Guards and the Government Protection Bureau.
The Department applies for the accreditation of Defense and Security from the Minister of Interior and Administration.
The facility has implemented and maintains a quality system compliant with the requirements of the PN-EN ISO/IEC 17065 standard “Conformity assessment. Requirements for bodies certifying products, processes, and services,” which guarantees professionalism in conducting certification processes.
The facility is accredited by the Polish Accreditation Centre No. AC 097 for certification of compliance with the requirements of Polish, European, and international standards, and accredited by the Minister of National Defense (OiB) No. 33/MON/2024 for conformity assessment of products intended for national defense and security purposes. This accreditation by the Ministry of National Defense is a continuation of the accreditation granted by the Minister of Internal Affairs in 2008.
ITB “MORATEX” is also a Notified Body No. 1475 under Regulation (EU) 2016/425 of the European Parliament and of the Council of 9 March 2016 on personal protective equipment and repealing Council Directive 89/686/EEC.

Voluntary Certification

The Product Certification Department conducts voluntary certification for the following product groups:
- protective clothing and materials intended for protective clothing,
- hospital equipment, including clothing and bedding,
- head protection,
- arm and hand protection,
- textile industry products.

Defense and Security Certification
There are two types of conformity assessment for products serving state security:
- obligatory, conducted based on standards and technical specifications annexed to the contract (accreditation by the Ministry of National Defense),
- voluntary, based on terms agreed in the contract concluded by the parties involved.
The Product Certification Department conducts conformity assessments for the following product groups:
- Group 12 – Personal and Collective Protective Equipment and Equipment
- Equipment and Skin Protective Equipment,
- Equipment and Ballistic and Impact Protective Equipment,
- Pyrotechnic Equipment
- Group 14 – Uniform Supplies
based on the following Certification Programs:

PRCW OiB – 03 Product Certification Program (Type 5)

EU Type Examination
From April 21, 2018 Regulation (EU) 2016/425 of the European Parliament and of the Council of 9 March 2016 on personal protective equipment and repealing Council Directive 89/686/EEC entered into force..
Our notified body (No. 1475) provides certification services in accordance with the scope of accreditation in two modules:
- Module B – EU Type Examination – PPE Category II
- Module C2 – Conformity to type based on internal production control and supervised product checks at random intervals – PPE Category III
Module C2 is used in conjunction with Module B, according to which the EU type examination is conducted.
